Over 10 Terabytes of LANDSAT imagery is available for direct and free use in GIS/CAD/RS/MS Office applications on your desktop without the need to download the data. Most recently available is an ArcGIS URL pack for the Landsat 7 ETM+ global tile collection.

This is a self-extracting archive that will unpack the URLs into the default directory for the ArcGIS plug-in. If you have installed the ArcGIS plug-in on a drive other than the c-drive, please redirect the unpacking to the appropriate drive. The URLs are organised by Country & Administrative unit (State/Province/Territory). If you need a SHP file index of the mosaics, it can be downloaded here:
