John provided the city with a GIS Implementation Plan which identified the Tempest Web Inquiry System as the fastest way to get the City s information to the public.

Pacific Alliance was responsible for the setup of the GIS database including assisting the City in cleaning of their base map. Pacific Alliance also setup the Tempest Web Inquiry System.
