Seattle District plans to procure surveying and mapping services in accordance with PL 92-582 (Brooks Act) and FAR Part 36. One or more firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. See government-wide numbered note 1 at http://cbdnet.access.gpo.gov/num-note.html. A-E services include surveying and mapping and the contract will be primarily be for work in for Washington, Idaho, Montana and Oregon. A specific scope of work and services required will be issued with each task order. This announcement is open only to small businesses under North American Industry Classification (NAICS) code 541370. The size standard for this code is $4.5 million. For the purposes of this procurement, a firm is a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $4.5 million. A Firm, Fixed-Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract will be negotiated and is anticipated to be awarded in spring 2009. The contract period of performance will be for a single year base period and two option periods of one year, each. The contract amount for the base period and any option will not exceed two million ($2,000,000) for each period. The total contract amount shall not exceed six million ($6,000,000). Individual task orders shall not exceed the annual contract amount. Exercise of options is at the Governments discretion. The minimum guarantee for the base year of the contract will be twenty-five hundred ($2500) for the base year and twenty-five hundred ($2500) for each option year. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employees office location (not the location of the work). Firms should indicate personnel and subcontractors selected to work on the contract and state their management structure. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov/. Joint ventures must have its own CAGE code and be separately registered in CCR. Contractors will be selected for negotiations based on their qualifications submitted in accordance with this announcement.
