Smart Data Strategies Completes Parcel Conversion and Geodatabase Migration for Anne Arundel County

Franklin, TN – Sept 25th, 2007 -- Smart Data Strategies, Inc. (SDS) announces today that it has completed the implementation of a seamless county-wide ESRI geodatabase for Anne Arundel County, Maryland.
In 2004, Anne Arundel County recognized the need to develop a seamless digital parcel map to manage an estimated 330,000 parcels in the county. With approximately 200,000 property boundaries captured on the Department of Public Works existing 1:480 scale (1”= 40’) water and sewer utility maps, the county decided to utilize this information to jump start the development of the parcel layer. Wishing to utilize the ESRI Geodatabase, the county contracted with SDS, an ESRI Business Partner, for consultation and conversion services.
Phases one and two of the project entailed the incorporation and clean-up of existing AutoCAD data from multiple organizations, geodatabase design, and QC of file layers. The third phase included the migration of AutoCAD data from the Maryland Department of Planning, establishment of unique parcel or polygon identifiers, the retrieval, organization, and categorization of source plat maps, and the capture of plats by utilizing coordinate geography (COGO) and heads-up digitizing of Maryland State Tax Maps. The fourth and final phase included repopulating non-unique identifiers, and resolution of non-unique Parcel Identification Numbers (PIN) to match the Intermediate Consolidated Property File (ICPF) provided by the county. An additional component of the final phase was the incorporation of road projects, and the COGO and best-fit of subdivisions plats to the county’s orthophotography. This data was all delivered in feature classes within the existing.
A prototype area was completed before each phase to determine the appropriate steps necessary to receive process approval. “I am very impressed with SDS’s work on the project” says Caroline Gaulke, Geographic Information Systems Manager for Anne Arundel. At the conclusion of phase four the overall percentage match of the PINs to the ICPF was calculated at 98.7%.
