Dissertation Research: Capturing Pre-evacuation Trips and Associative Delays. Hurricane evacuation models assume that direct evacuation takes place as soon as an order is given. I have collected data regarding inner-city trips made before evacuating an area and have found that respondents do not evacuate in stages and that the longest delays are associated with trip purpose and not link congestion. This information has been applied to current models to increase the accuracy of the estimated time of evacuation calculation, and provide an estimate of inner-city traffic congestion.
