This position has accountability and responsibility for all facets of the identification, delivery and support of all major computer-based systems and services used by the engineering groups to meet their operational, planning and development objectives. During pipeline expansion / construction projects, the incumbent manages technologies for additional staff and outside contractors and consultants.
The System Development Manager manages the identification, implementation and support of over $1,000,000 of business specific computer-based technology solutions as well as coordinating the delivery of infrastructure and other support services. The position works closely with senior business management and the IT Director to identify business direction and direct technology opportunities to maximize business efficiency and effectiveness.
Duties include managing the development and support of major application solutions (e.g. Aerial Patrol, Work Orders, Electronic Forms, Compliance Scheduling, GIS, Unit Shutdown, Bass Trigon, FlowCAL, Class Works, and JD Edwards Purchasing/Inventory/Work Management). Requires diverse technical knowledge including multiple desktop operating systems, network protocols, and database systems (Sybase, SQL Server, Oracle, FileMaker, MS Access), engineering data collection devices and control instrumentation, specialized products (such as Arcview, GIS and AutoCAD), and web and client server technologies.
Knowledge:
• Cross functional business practices including: engineering, purchasing, inventory management, Accounting, drafting practices, mapping and survey concepts.
• Project management, budgeting, system design, business process analysis and reengineering concepts.
• Computer system development and operational technologies - languages, protocols, architectures.
• Project and budget management with IT implementation experience
• Cross functional collaboration, strategic planning, supervisory and team building skills.
• Interpersonal skills including the ability to communicate clearly and effectively with all levels in the organization.
• Ability to motivate and lead peers, subordinates and corporate management.
Qualifications
Education and Experience:
• Bachelor degree in engineering, computer science or equivalent experience.
• 10-15 years experience in developing and supporting technology and business computer systems.
• 5-10 years experience managing teams of professional systems development and support staff.
• 7 years experience in strategic planning with executive management; business process analysis; leading mid and large size multi discipline projects; working with interstate natural gas pipelines or within the natural gas industry.
